On the free plan, your limits reset every Monday at midnight UTC. On Pro, your 10 daily analyses (and other limits) reset every 24 hours. On Max, everything is unlimited.

Yes. Switch anytime from your account settings. Changes take effect immediately with automatic proration — you're only charged the difference for the remaining days in your billing period, no wasted money.
